Multi-level and refined forest resources asset inventory price system construction

The construction of natural resources asset inventory price system is the basis for estimating natural resources asset values. This paper proposes a multi-level and refined framework for the construction of forest resources asset inventory price system that can be applied in areas with different data base conditions. Based on the integration of multi-source data such as forest status attributes, statistical data and remote sensing monitoring, the framework includes multi-level price correction and refined resource type price correction factors, supported by the scenario determination of price signal data conditions, and centered on the provincial homogeneous region division oriented by the inventory work goal. And the framework aims to tackle the challenges including sparse transaction price signal, rough national homogeneous areas, different economic signal data bases and single price system application levels in the construction of forest resources asset inventory price system in China. Taking Qinghai province as an example, multi-source data from the forest resources survey (350000 patches) and remote sensing images were employed to derive provincial homogeneous areas based on the national ones. Specifically, a two-step distance and dynamic constraint method for derivation was adopted to reduce information loss. Then, the correction factors were set based on the principles of objectivity, availability and expert knowledge. The average price of forest land and forest in the national homogeneous area are refined to the provincial and county-level homogeneous areas, which can construct the refined price system of more than ten kinds of trees in four types of forest land. The proposed multi-level refined framework and empirical results can support the delicacy management of forest resources assets in cold and arid regions with evidence-based policy making. The main findings of this paper are as follows: (1) The information loss of the national homogeneous areas is 237.5. The refined provincial homogeneous areas reduce the information loss to 95.4, which can better ensure the consistency of information within each homogeneous area. (2) The county price range of forest land and trees can meet the requirements of the current forest resources asset inventory provincial price system. (3) The price of arbor forest land, general shrub forest land, economic shrub forest land and other types of forest land shows the spatial characteristics of low in the south and high in the north, This is related to the special geographical environment in the south of Qinghai and the ecological afforestation project in the north of the province over the years.
