The causes of poverty in hilly and mountain areas were studied in this review. The limited loading ability of h & m areas and relation between the poverty and so called "one way flow out" and mistakes in history were discussed. Some effective experiences in exploitation of natural resourses along the strategy combination with the short and long term goals were recommended and integrated ecomic, social and ecological development of h & m areas was stressed.
