Four problems are discussed in this paper.(1) The area of the Loess Plateau is 39.1×10⁴ km² instead of 56×10⁴km² or 43×106 km², in which the area of the loess plateau in the middle reaches of the Huanghe River is 31.9×10⁴ km².(2) The control and exploitation of the Loess Plateau should be combined closely together. The exploitation should be carried out in the course of the control, and the former pormotes the latter. It is incorrect to put undue emphasis on one of them.(3) In the first place, water loss should be avoided, so as to reduce the soil loss. The measure for water conservation is to ameliorate the soil in order to enhance the ability of water storage of soil.(4) Since 1971 the sediment load of the Huanghe River has reduced 36% in which the sedement yield reduction by water-soil conservation occupies 48%. It is thus proved that the idea of the "water-soli conservation is the basis of harnessing the Huanghe River" is correct.
