本文在采集了大量的地面高程数据以及１９５１～１９８８年间近万个气象、水文、社会经济数据的基础上，运用多元分析方法，对苏北低地的涝灾进行了类型划分和机制分析。文中强调了灾害管理的重要性。

On the basis of collecting a lot of elevation data and almost one thousand data about meteorology, hydrology and socio-economics, and through using the method of polybasic analysis, this paper divides the waterlogging disasters in the lowlands of North Jiangsu into 4 types.In each type there are maybe 1～3 patterns based on the particular conditions.Meanwhile,this paper chooses the main disaster causing factors to make quantitative analysis.
