
中国反食物浪费监测与评估体系建设
A analysis for establishing an anti-food waste monitoring and evaluation system for China
《中华人民共和国反食品浪费法》的颁布与实施,标志着中国的食物浪费从理论研究转向实践应用。为了推动食物浪费的减量,亟需构建覆盖全国的、系统性的监测和评估体系并实现食物浪费的定量监测与评估。本文面向《中华人民共和国反食品浪费法》实施过程政府及社会中各界的主要关切,通过系统梳理国内外食物浪费的相关研究,辨析了食物浪费的定义及主要演变,论述了全球食物浪费监测与评估情况。在此基础上,本文重点分析了中国食物浪费监测与评估进展,提出了通过餐厨垃圾,将食物浪费从传统概念向广义概念延伸的理念,并提出了适合中国国情的反食品浪费监测与评估指标。本文旨在为中国相关政府部门开展食物浪费的监测和评估提供科学参考,从而为全球可持续发展目标12.3的实现提供借鉴。
The enforcement of the Anti-food Waste Law of the People's Republic of China indicates that the resolution to food waste has transformed from scientific study to application. In order to quantify the amount of food thrown away and to promote waste reduction, a comprehensive and systematic national food waste monitoring and evaluation system is therefore needed to be in position. Facing some major issues raised during the implementation of the Law, this paper reviewed previous studies and literatures, identified the major definitions and scopes, and reviewed current research progress about food waste quantification, monitoring and evaluation by the global community. Based on these, the current working progress toward food waste monitoring and evaluation in China was analyzed, the concept extension of traditional to general food waste was proposed, and potential indicators for monitoring were suggested for consideration. The study could offer scientific supports for government departments concerned, lay a foundation for food waste quantification studies in a new stage, as well as provide references for the global community to achieve the 12.3 target of the sustainable development goals.

About one third of the food produced globally is wasted along the food chain, representing a burden for the environment and an inefficiency of the food system. Tackling food waste is a priority on the global political agenda to guarantee food security. Defining a methodology for food waste quantification is key to monitoring progress towards the achievement of reduction targets. This paper summarises the outcomes of a workshop on food waste accounting co-organised by the European Commission's Joint Research Centre and Directorate-General on Health and Food Safety with the aim of stimulating harmonisation of methodologies, identifying challenges, opportunities, and further advancement for food waste accounting. The paper presents methodological aspects, e.g. system boundaries, reliability of data, accounting of water flows, to ensure better support to food waste policy design and interventions. It addresses all the actors of the food supply chain, governments, and research institutions.

There is growing global concern over food waste and its impacts on resources, environmental issues and food security, especially in developing countries. However, knowledge of food waste, in particular, the food wasted by consumers in restaurants, is entirely inadequate in China. Here, based on media reports and documents about food waste we provide an overview of food wasted by consumers in restaurants in China. We roughly estimated total food waste in order to uncover the seriousness of this large issue. We collected international literature referring to food waste and provided a detailed explanation of the resources and environmental costs associated with food waste. Ultimately we propose a conceptual diagram on research into catering food waste by consumers to evaluate resources and environmental costs based on life cycle assessment in China. This work will stimulate interdisciplinary research in this field.

For enhancing food waste weighing measurements we established a platform (Restaurant Forum RF) for different kinds of food service businesses. Our aim was to explore food waste data, but also to develop a monitoring system by increasing our knowledge about the relevant processes and possible internal barriers. We studied food waste generation and origin in the outlets and how to avoid overproduction of food and buffet line waste. During 2016-2017, a number of outlets (n = 51) conducted food waste measurements over a period of two weeks. The businesses that participated included schools, day-care centres and work place and student canteens, which present sectors that mainly serve a lunch buffet. According to our results, 17.5% of all prepared food ended up as waste, which can be further divided into kitchen waste (2.2%), serving waste (11.3%) and customer leftovers (3.9%). On average, 449 g of food was prepared per portion and 78 g of this ended up as waste. We also studied the mechanisms of waste generation, best practices for decreasing food waste, how staff experienced weighing measurements and how measurement systems can be utilized in food service business management.Copyright © 2019 Elsevier Ltd.
