    THE SUSTAINABILITY OF AGRICULTURAL RESOURCES IN CHINA

    Sustainable development of agricultural resources should be satisfied by three basic conditions which are 1. The total amount of food products should supply the requirement of population number at the its "Zero Increase Point", that is to say the food amount per capita in China should keep at 400kg no matter any generation in future; 2. the"consumption"of agricultural resources and its"renewable ability"should keep a relative balance; 3. Spatial homogeneous situation of agricultural conditions should be gradually reached in China. The three restricting conditions are also called to be proceeding restrict, spatial restrict, and management restrict. In the narrow sense, the author uses comparative analysis between food increase rate and population increase rate to illustrate China's sustainable development of agricultural resources from 1950 to 2050. In the conclusions of the paper, five points are listed as following: 1 . upper limit of China's population is 1.6 billion, 2. the time of reached to population"Zero Increase Point"should be at 2040 or 2050; 3. from 1995 to 2040, the increase rate of China's food should keep at 1 .0% or 1.1% per year, 4. from 1995 to 2040, the increase rate of China's population should keep at 0.75% or 0.85% per year; 5. agricultural sustainable development of China is possible if the control index designed are achieved. Our future of agriculture is"prudent optimistic".

    Human society has gone through three revolutions of agriculture, industry and ecology.Now it is entering into the ecological society and is building the new ecological civilization. In this new epoch, people's economic thought and economic behavior should be guided by the thought of the coordination between ecology and economy, and follow the road of sustainable development. For this purpose, the effectiveness of agricultural resources utilization should be regarded as the basic point of rational use of agricultural resources. The use should be active, economical and sufficient. According to this, in practice, the agricultural resources should be used widely, deeply and moderately.

    On the basis of an overall systematic study on the food-production potential of China's land resources, this paper takes for that despite of facing difficulties. China's agricultural development has a bright future as long as the following approaches are followed. The approaches are to support, protect and develop agriculture as a nationwide task, to strengthen the dominant role of the state government in developing agriculture, to establish a security system of food supply; to strictly implement the provincial governor's responsibility system of "rice bag", to increase the inputs of agriculture, particularly the science and technology inputs; to develop and fully and rationally use the land resources, to set up the production system including arable land, grassland, forest land, and marine and wild biologic resources;to set up the food-saving consumption system suitable to China's national situations and oriental tradition; and to implement the policy of population control. The author emphasizes that in the turning period of the new century, the Chinese peopie can rely on themselves for food supply without bringing starvation to the world.

    Resource exploitation and utilization are the basic problems of economy rescarch. The price problem of resource utilization is very important to setting up and developing the mechanism of socialist market economy in China. Carl Maxis's theory of labour value is the basic for studing the price problem of resource utilization, but it is necessary to absorb other successful theories and practices, especially those of the Occident. To the price problem of the resouces, it not only need study the market factors, but also need study the non-market factors. At the same time, the government function problem is also very important in the researches on resource price mechanism.

    The advance of technology has brought about the garbage coming from natural resources and a new resource originating from the garbage. According to this point, the main characteristics of the garbage resource and its present exploitation and utilization and tendency have been discussed in this paper. Some measures for comprehensive exploitation and utilization of the garbage resource have been put forward for the purpose of enhancing the beneficial cycle and comprehensive utilization of the natural resources of China and increasing the economic and ecological value of the comprehensive exploitation and utilization of the resources.

    A STUDY ON THE CLIMATIC ECOLOGY ADAPTABILITY OF THE CROP PRODUCTION IN THE RED AND YELLOW SOILS REGION OF CHINA

    On the basis of the meteorologic data in 30 years and the growing and developing character of 8 crops, the climatic ecology adaptability of the crop production in the red and yellow soils region of China is analyzed with the principle of subordinative function of fuzzy mathematics. The results show that the adaptability─subordinative values of temperature, sunshine and rainfall for the spring─sowing crops in the whole growing and developing periods are low, high, low; low, medium, high; and high, medium, low respectively. Those for the summer─sowing crops are low, high, low: high, medium, low; and low, low, low respectively.Those for the autumn─sowing crops are medium, high, low, high; high, low, low; and low,high, medium respectively. The optimal management countermeasure is suggested.

    The air humidity data measured at 8 different-altitude observatories on the east and west slopes in the northern part of the Ailao mountains are used as a basis for studying the annual variation of the air humidity resource, the air humidity difference between the east and west slopes and the vertical distribution characteristics of the air humidity. The findings show that:(a) the maximum humidity occurs in July and the minimum humidity occurs in February-March,(b)the humidity resource on the west slope is better than that on the east slope and in dry season, the humidity increase effect on the west slope is particularly remarkable,(c) the water vapor pressure decreases with the altitude, and (d) the relative humidity increases with the altitude only in rainy season, but in dry season this correlation is very poor.

    On the basis of collecting a lot of elevation data and almost one thousand data about meteorology, hydrology and socio-economics, and through using the method of polybasic analysis, this paper divides the waterlogging disasters in the lowlands of North Jiangsu into 4 types.In each type there are maybe 1~3 patterns based on the particular conditions.Meanwhile,this paper chooses the main disaster causing factors to make quantitative analysis.

    A STUDY ON THE ECO-ECONOMIC BENEFITS OF DIFFERENT FOREST CATEGORIES OF THE SHELTER FOREST SYSTEM IN THE UPPER REACHES OF THE YANTSE RIVER

    Through the study on the environmental background features of the upper reaches of the Yanzse River, this paper approaches the importance of the construction of a shelter forest system and researches the disposition of a shelter forest system. On this basics,setting up a monitoring system for the ecological benefits of a watershed is designed. The results of the investigation show that after the disposition of a shelter forest system, the run-off on slops decreased 62%, the silt content dwindles 69%, the soil fertility and the microbe activity of the forest land are 4─5 times higher than those of the waste land, the ground and air temperatures in the forest land are 2─3℃ lower than those in the agricultural field, and the relative humidity is 30%─40% higher. The annual surface runoff and silt production will decrease 4.1mm and 5%─7% respectively if the forest coverage adds 1%. Moreover,biological methods can decrease 25% of the silt amount and engineering methods can lower 29% of the silt amount. In addition, the economic benefits also are very conspicuous after the construction of a shelter forest system. The net increase is 921.5─992.4 yuan/hm2.a in the middle and low mountainous areas and it is 850.3─1438.6 yuan /hm2.a in the Sichuan basin.

    The Lhasa River basin is the central region of Tibet.Its water resources are rich. But through the supply-demand analysis of the water resources, it is found that the water shortage problem will be serious gradually in the future due to the uneven allocation of water in a year. At the same time, the hydropower exploitation in the Lhasa River basin is necessary to the economic and social development of Tibet. To solve these problems and meet these needs, the reasonable ways are to build the Pangduo Reservoir and the Yangjinshi Reservoir and to transfer water from the main stream to the Pengbo River basin.

    Tourism is bound to infiuence the society, economy and environment of the tourist place. By surveying.the residents's attitudes toward tourism, we can understand how tourism impacts the tourist place. Taking the tourist region of South Anhui as an example, on the basis of a detailed on-the-spot survey, this paper studies the residents's attitudes toward the tourism impacts and finds that most of the residents support the development of tourism, but the differences between the residents's attitudes are also shown up.
