摘要: 从伦理和经济两个方面论述了可再生资源可持续利用的价值 ,分析了履行可持续利用的两个内在矛盾 :代际资源分配缺乏权利制衡和对可持续利用投入具有“搭便车”倾向 ,重点讨论了实现可持续利用的激励机制与伦理约束。

关键词: 资源, 可持续利用, 激励机制, “可买卖”公共物品

Abstract: Viewing from the ethics and economy,the paper expounds the values of sustainable utilization of resources, analyzes two intrinsic contradictions (lack of po wer constraint in resources allocation between generations and “free ride”in input of sustainable utilization of resources)for executing the sustainable utilization of resources,and discusses the incentive mechanisms and ethics constraints of sustainable utilization of resources by the methods of theory of games and theory of social contract.There are two kinds of incentive mechanisms: explicit(e.g.incentive wage) and implicit (e.g.promotion).In distinct situations,we need different incentive mechanisms to execute sustainable utilization of resources.
