
国土空间规划框架下“生态券”核算方法与交易机制——以京津冀地区为例
Accounting method and trading mechanism of "Ecological land Voucher" under the framework of territory spatial planning: A case study of Beijing-Tianjin-Hebei Region
促进生态产品的价值实现是国土空间规划难以回避且亟需探索解决的问题。厘清国土空间规划框架下耕地占补平衡向生态占补平衡转型的制度演进逻辑,尝试构建基于“生态券”的生态产品市场化交易机制,并以京津冀地区为例开展实证。结果显示:(1)国土空间规划为核定“生态券”提供了制度基础,“生态券”交易可弥补因国土空间规划而导致的土地发展权的损失。(2)“生态券”是区域生态用地保护量在基准年和目标年的变化量,提出以县级地方政府为交易主体、由国家年度计划管理确定交易总量、采取政府确定底价和市场定价相结合的交易机制。(3)将生态用地类型确定为林地、草地、湿地与水域四类,使用区域自然条件、GDP和人口密度校正后计算的“标准林”面积核算该区域“生态券”。(4)2010—2018年,京津冀“生态券”需求量为142.02×104 hm2,主要为海淀、西青、津南、武清、昌黎等地;供应量为74.73×104 hm2,主要来自房山、赵县、兴隆、隆化、承德等地。研究结果为生态产品价值实现提供了新思路和相对简单易操作的方法,可以为国土空间规划及区域间共同富裕提供理论与方法借鉴。
The value realization of ecological products is a tough issue that needs to be solved urgently in territory spatial planning. There are many ways and means to realize the value of ecological products. Among them, the regional development unfairness, caused by the initial allocation of land development rights in different regions by territory spatial planning, should be partially corrected by ecological land compensation. This paper clarifies the institutional transformation of occupation and compensation balance from cultivated land to ecological land under the framework of territory spatial planning, tries to build a market-oriented trading mechanism of ecological products based on "Ecological Land Voucher", and takes Beijing-Tianjin-Hebei as an example. The results show that: (1) Territory spatial planning provides an institutional basis for the approval of "Ecological Land Vouchers". The transaction is to make up for the loss of land development right caused by territory spatial planning. (2) The difference between the amount of regional ecological land protection in the base year and the target year is defined as "Ecological Land Vouchers". It is proposed that the county-level local governments shall be the main body of the transaction, and the total amount of transactions shall be determined by the national annual plan management. The combination of the reserve price determined by the government and the market transaction pricing shall be adopted. (3) The ecological land is determined into four categories: forest land, grassland, wetland and water area. The area of "standard forest", after the changes of regional natural conditions, GDP and population density, is used to calculate the transaction volume of regional "Ecological Land Vouchers". (4) The case application results of the Beijing-Tianjin-Hebei Urban Agglomeration show that, from 2010 to 2018, the total demand for "Ecological land Voucher" in the Beijing-Tianjin-Hebei Region was 1420200 hm2, mainly in Haidian, Xiqing, Jinnan, Wuqing, and Changli. The total supply of "Ecological land Voucher" is 747300 hm2, mainly from Fangshan, Zhaoxian, Xinglong, Longhua, and Chengde. The research provides new ideas and relatively easy methods for the value realization of ecological products, and tries to help provide theoretical and technical support for the implementation of territory spatial planning and the protection and utilization of land resources for common prosperity.

面向自然资源统一管理和国土空间生态系统保护修复的新形势,针对当前生态补偿目标与国土整治修复不匹配、补偿标准不一致、补偿方法单一化等现实问题,本文通过政策剖析、理论解析及应用分析,提出以生态券为载体实现国土整治修复项目生态价值量化的新思路。主要研究结果:①生态券是特定生态单元生态功效变化程度的价值量化。生态券制度是对生态券生产、应用、交易、评估、监测等进行管理的政策体系;②生态券制度设计的总体思路是以国土整治为生态券实施对象、以占补平衡为需求驱动、以生态补偿为建设目标,以集成生态系统功能、投入、耗散的生态功效框架为生态券测算依据,以国土空间生态修复潜力评价引导生态券价值修正,实现对项目尺度保护修复的整体生态价值的量化;③生态券测算包括区域背景设定、项目尺度计算、区域系数修正3个步骤,衔接国土空间生态修复管理流程中区域规划、项目建设、项目评估3个环节。建议建立包括政策法规、监测体系、技术标准等的生态券制度,为完善生态补偿制度及推动国土空间生态修复实施提供支撑。

In order to innovate the ecological compensation system for adaptation to the new situation of unified management of natural resources and ecological restoration, this study analyzed and integrated three main policy dimensions including land consolidation, eco-compensation, and balancing occupation and compensation to propose a new concept of Ecological Voucher. This article explained Ecological Voucher in terms of its conceptualization, measurement framework, and policy analysis and recommendations, and the conclusions are as follows: (1) Ecological Voucher is the quantification of the degree of change of the Ecological Function-Efficiency of an ecological unit. The Ecological Function-Efficiency framework could effectively quantify the value of different land ecological restoration projects in diverse regions and periods, and could guide the transition of land ecological restoration projects from an engineering approach to low-input, low-dissipation, and naturalization; (2) Based on Ecological Function-Efficiency evaluation, regional revised coefficients, and maximum disturbance revised coefficients, the Ecological Voucher framework could optimize the layout of ecological restoration projects by taking into account top-down planning and local needs; (3) Compared with the existing eco-compensation system, the Ecological Voucher has been expanded in measurement standard, compensation subject, application scale, and application scope. Establishing an Ecological Voucher system that includes policies, regulations, monitoring systems, and technical standards can further improve the applicability and practicability of Ecological Voucher policy. {{custom_citation.content}}

地域功能-结构的空间组织规律是人地系统耦合研究的基本理论问题,也是开展国土空间规划、塑造可持续地理格局的基础理论。从地理学对地理过程的重复、预测、调控、优化的讨论入手,阐释了空间治理体系是现代地理学用于调控和优化可持续地理过程与格局的重要途径。采用生态-生活-生产等三生空间构成的地域功能空间结构呈现的时空演变特征,表达了地域功能-结构的空间有序性法则,阐释了地域功能与自然地理环境相协调、同一地域单元各类功能及不同单元之间冲突最小化、地域功能在不同空间尺度有效传导、以及长时间尺度综合效益最大化等空间组织目标。从可持续性出发,建立自然要素的资源、环境、生态和灾害四大属性的概念,并通过四大属性集成构成自然承载力,分析承载力的原值、余量和潜力在空间规划中的作用,形成自下而上解析空间组织的基本方法。从新空间均衡出发,基于承载力、融入位置和空间结构参量后构成的地域功能适宜性,形成自上而下解析空间组织的基本方法。进而讨论了集成两种方法形成的主体功能区具备的对空间组织与规划的基础价值和战略价值,提出主体功能区的区划、战略、制度和规划用途分离及相互关联的新思路。以实施主体功能区战略为主线、以空间降尺度传导主体功能为核心科学问题、以关键约束参数为空间结构控制性指标,讨论了数据库与地域功能谱系、功能和尺度依赖的承载力评价方法与模型库、“三区三线”的建构框架,论证了空间规划实施主体功能区战略的途径,提出地理学应着力加强大、中空间尺度(区域性)国土空间规划基础理论和方法、强化技术等科技支撑体系建设的建议。
