水资源经济价值计算与分析

摘要: 论文基于水资源的效用价值论,探讨了如何采用效益分摊系数法来计算分行业的水资源经济价值,并具体应用于海河流域的6个案例区,计算了灌溉种植业、工业(采矿业、制造业和电力、煤气及水的生产和供应业)、建筑业和第三产业的水资源经济价值,6个案例区综合水经济价值为5.9~25.2元/m3,北京最高,安阳最低,计算结果为制定科学的水资源政策提供了参考依据。

Abstract: Based on the theory of utility value,the paper discusses how to calculate the economic value of water resources(EVW) applying benefit sharing coefficient method from each sub-sector.The method is used in six case study districts of Haihe River basin,where we get the EVW of irrigation farm production,industry(mining,manufacturing,electricity,gas and water production and supply),construction industry and tertiary industries,the integrated EVW of the six districts is from 5.9yuan/m3to 25.2yuan/m3,Beijing is the highest,Anyang with the lowest,and all the results can provide reference basis for charging water fees and formulating scientific policies of water resource.
